The City of Highland Heights selected GBBN to design its first-ever new municipal building, previously having utilized former courts and commercial buildings. The building provides space for City Administration, Public Works, City Council Chambers, a Community Room, and the Police Department.

Taking advantage of the topography of the site, and creating a balanced excavation, the building allows frontage and main entries on two sides for the Civic and Police functions respectively.  The design of the building looks towards the future of the City, and uses subtle masonry detailing and strong tower elements to enhance visibility of this prominent site.  The balance of the 9- acre site is used as recreation fields as civic amenities, and incorporates a geothermal well field for the building mechanical systems.
